If the Dasaroi are (for lack of a better term) aristocracy and are the only ones that can see the city of Shayara, then who does the menial work in the city? Maids, bar keeps, garbage men, postal workers?

Ach, no - being Dasaroi isn't an aristocracy thing. It just means that you have the blood and the powers. But that doesn't mean they're above being plumbers and such. The barkeeps and postal workers are all Dasaroi - just ones who've decided to be barkeeps and postal workers instead of computer consultants and, well, whatever.
