It's that mixture of smooth and skank that was sooo realistic in that scene for me.

She fails to see the fine print, much less read it; she fails to realize just how rotten the core is. Not just Stephen's, but the Council's - she knows he's a bit of a shit, but she thinks the Council would surely prevent anything truly untoward from happening.
