Not sure what is wrong with your back, but ice always helps mine. I often have back pain since I had scoliosis surgery 15 years ago when the installed metal rods and fused most of my spine.
Yes I was told this is because the ice constricts the vessels and sends a msg to the brain that there is a problem in that area and then sends more blood to the area to try and fix the problem. To get the same results with heat you would require a higher heat than what a heating pad can offer and the heat would end up giving you major burns in order to get the same results as ice.
