From what I remember, the gov't asks ALL super powered beings to register and reveal identities and such. As a result, there is a split along super hero lines. Some are for and some are against.
Guess what 2 heroes end up on oposite sides?

The storyline is scheduled to run later this year. Spidey's back in the old costume eand of this year, early next.
This of course begs the question.
